What does the term “surge” mean?

A surge is a transient voltage (e.g. on the mains power line) caused by nearby lightning strikes or inductive voltage spikes after a circuit breaker has been triggered by a short circuit. 
The minimum requirements for immunity to surges are specified in EN 61000-6-2. The test conditions are described in EN 61000-4-5.
