Regulation (EU) 2025/40 on Packaging and Packaging Waste (PPWR)

The Regulation (EU) 2025/40 on packaging and packaging waste, also known as the PPWR, which was published in the Official Journal of the European Union in January 2025, must be implemented in phases starting August 12, 2026.

Starting on August 12, 2026, the following must be implemented:

• PULS as the manufacturer must prove that the packaging materials do not contain concentrations of lead, cadmium, mercury, and hexavalent chromium that exceed the permissible limits. (Article 5)
• In accordance with Article 15, paragraph 5, packaging must be labeled with a packaging ID to identify the packaging. For sales packaging (primary packaging), the packaging ID consists of the model number followed by “-PACKAGING.” For all other types of packaging, the number is individual.
• To identify the manufacturer (Article 15, paragraph 6) or, where applicable, the importer (Article 18, paragraph 3), packaging must be labeled with the manufacturer's address.
• In accordance with Article 39, the manufacturer must issue an EU Declaration of Conformity for the packaging. The EU Declaration of Conformity for the primary packaging is published on the PULS website on a voluntary basis. It is attached as an additional page to the EU Declaration of Conformity for each individual product.

PULS GmbH confirms that it has implemented the necessary measures as of August 12, 2026. Any measures that may be required at a later date will be announced in a timely manner.

Customers are not required to check that manufacturers are fulfilling their obligations.

Distributors are required to verify that manufacturers and importers are complying with the formal PPWR obligations. This applies in particular to the labeling of packaging and the requirement for national registration.

Regulatory authorities are entitled to receive the EU Declaration of Conformity (EU DoC), as well as the associated technical documentation and information about the economic operators involved.
